A declaration of policy that states that the U.S. should promote the emergence of a democratic Palestinian government that denounces and combats terrorism; has agreed to disarm terrorists; has agreed to work to eliminate terrorist incitement; has agreed to respect the boundaries and sovereignty of its neighbors; and respects the human rights of all people.
